Hiring an SEO freelancer is easier when you compare the working arrangement as carefully as the proposal. A list of keywords or a large audit document is not enough to establish what will change on your website.
1. Ask who reviews and implements the work
Find out whether the person you speak to will do the audit, write the recommendations and implement the changes. If development is separate, understand who will brief that developer and verify the outcome. Recommendations that never reach the website are difficult to assess.
2. Look for a first deliverable that fits the problem
A useful first step may be an indexing review, a service-page plan, a Business Profile cleanup or an enquiry-flow check. Ask why that step matters for your website. Be cautious about a standard package that assumes every business needs the same tasks.
For example, a website missing its important service pages from search has a different priority from a site that gets relevant visits but very few enquiries. The review should explain that difference.
3. Keep ownership of your accounts
Your business should retain ownership of its website, hosting and Google accounts. Add a provider with the access needed for the scope, and understand how access will be removed when work ends. You should not need to transfer ownership merely to get an audit.
4. Ask for evidence of genuine contribution
A link to a client website shows the website exists. It does not explain who built it or what SEO work was completed. Ask for the contribution, period and deliverables. If a result is measured, ask which records support it and whether the comparison is fair.
Useful evidence can be modest: a documented indexing fix, a clearer service structure or an approved project walkthrough. There is no need to fabricate dramatic traffic claims.
5. Understand the reporting definitions
Agree on what an enquiry means. Phone-button clicks, form submissions and qualified leads are different stages. Ask which data sources are available and what the report will say when measurement is incomplete.
For search reports, define the comparison dates and distinguish company-name searches from new service discovery. Rank observations should identify the query and the location being tested.
6. Avoid guarantees you cannot verify
Search engines decide their results. A provider should be willing to explain the limits and commit to the work rather than a guaranteed position. Google Search Essentials explains the public foundations for search eligibility.

- What is the first deliverable, and why?
- Which changes are implemented rather than only recommended?
- What input and approvals do you need from me?
- Who owns the accounts and content?
- What will progress reporting include?
- What is outside the scope?
